Residents of Konotop in Sumy Oblast woke up for a fourth consecutive day without electricity on October 27. Mayor Artem Semenikhin confirmed the outage continues and stated that there is no forecast for when power will return to the grid.
The blackout began following a large-scale Russian drone attack launched after 03:00 on October 24. The strikes hit energy infrastructure, a school, and residential buildings. The damage has left most of the city without gas as well, forcing local institutions to rely on backup systems.
Semenikhin noted that the hospital is currently operating on generators. Water service is also restricted to specific hours, with supply available only from 06:00 to 09:00 and again from 18:00 to 21:00. Educational facilities sustained damage during the initial strikes.
The regional power distribution company, Sumyoblenergo, said its emergency repair teams are working around the clock. The company explained that the duration of repairs depends on the security situation and whether crews can safely access the damaged sites.
Semenikhin emphasized the uncertainty facing the city. "Unfortunately, there are no forecasts for when power will be restored. No forecasts at all," he wrote. The mayor added that the electricity supply situation remains uncertain as crews continue their assessment.
The October 24 attack also affected civilian areas beyond the grid. A drone struck an agricultural business in the district on the afternoon of October 24, killing a 31-year-old farm worker and injuring four others.
