The European Commission designated Ukraine as one of four countries making the fastest progress toward joining the bloc. In its annual enlargement report released on 4 November 2026, Brussels placed Kyiv in the highest tier of candidates. The other three nations in this leading group are Moldova, Montenegro, and Albania. The report serves as the union's primary benchmark for measuring how close these states are to meeting membership standards.

The assessment came at a time when Ukraine is still at war. Despite the conflict, the Commission noted that Kyiv has kept moving on key sectoral reforms. A press release from the body stated that Ukraine's institutional framework for combating corruption remains effective. It added that specialized anti-corruption institutions continue to operate independently and effectively. The report also listed specific areas where Ukraine showed good progress. These include public administration, economic competitiveness, digital transformation, financial services, customs, energy, agriculture, and science and education.

The 2026 report divides the ten candidate countries into three distinct categories. The first group, which includes Ukraine, is described as actively moving toward membership. A second group consists of North Macedonia, Bosnia and Herzegovina, and Kosovo. The Commission characterized these three as effectively stuck, with their integration processes stagnating. The third group includes Serbia, Georgia, and Türkiye. These nations are experiencing regression in certain areas or facing prolonged blockages in their accession negotiations.

While the report praised Ukraine's momentum, it also pointed out where work remains. Brussels stressed that Kyiv must accelerate judicial and anti-corruption reforms. The Commission specifically flagged the need for Ukraine to fulfill commitments set out in its rule of law roadmap. To help with this, the Ukrainian government and the European Commission established a joint Task Force. This body aims to secure approval for draft laws concerning the rule of law and anti-corruption within several months.

Ukrainian officials have signaled an intent to maintain this pace alongside Moldova. Ihor Zhovkva, Deputy Head of the Office of the President, said earlier that Ukraine plans to continue its EU integration efforts together with its neighbor. Moldova was also placed in the leading group in the 2026 report. The publication of the enlargement package will shape the pace of negotiations in the months ahead.

The report evaluates the progress of all ten countries seeking to join the European Union. It provides a detailed look at each nation's trajectory over the past year. For Ukraine, the placement in the top tier confirms its status as a frontrunner in the current round of enlargement.
