Residents of Oviedo will face new speed limits and parking rules for personal transport devices starting this month. The City Council recently voted to adopt stricter regulations for micromobility devices, a move intended to protect walkers and children in public spaces.

The new code requires all operators to ride at 15 mph on sidewalks. Riders must slow to 10 mph or less when within 50 feet of a pedestrian. If necessary, the rules state that riders must dismount.

The restrictions apply to bicycles, e-devices, scooters, skateboards, and hoverboards. The ordinance bans these vehicles from natural surface trails unless specifically designated for bicycle use. It also prohibits their use in city parks outside of operating hours, unless otherwise posted, and in any area marked as prohibited.

Enforcement follows a three-offense structure. The third violation results in a fine of up to $250.

Lisa McDonald, the city communications manager, said the regulations followed numerous calls from pedestrians. She noted that safety concerns were frequent around Center Lake Park, particularly from parents at playgrounds and people walking pets. McDonald explained that the city took a holistic approach to pedestrian safety to address these issues.

An educational campaign begins on October 20, 2026. The city will distribute information via social media, its website, and trifold pamphlets given to officers. Officials are also contacting schools and planning to bring materials to National Night Out events to inform residents and visitors.
