Officials in Atlanta will not stand together for a group portrait on Friday morning, a change that alters the ceremonial opening of the G20 Foreign Ministers' Meeting. The image, traditionally featuring representatives from all attending nations, was scrapped after European delegations declined to pose alongside Russia's Foreign Minister Sergei Lavrov.

The decision followed a diplomatic standoff that has defined the month. Tensions between the United States and Ukraine escalated earlier in October when President Donald Trump and President Volodymyr Zelensky clashed over Kyiv's strikes on Russian oil infrastructure. The dispute left Ukraine without an invitation to this specific gathering, despite its presence at similar meetings in recent years.

British Foreign Secretary Ed Miliband is currently in Atlanta. A diplomatic source confirmed the United Kingdom was among the nations refusing to participate in the picture. One British official explained the stance, stating that the UK maintains a longstanding policy against direct, bilateral engagement with Russian ministers since the invasion of Ukraine. The official added that this policy would not change for the event.

US Secretary of State Marco Rubio is hosting the meeting. A US official said the photo was cancelled after it became clear that several delegations were unwilling to participate in a joint picture. The host nation chose to forgo the ceremony to keep the focus on substantive discussions rather than allowing a visual moment to become a diplomatic distraction.

The situation contrasts with recent moves between Washington and Moscow. In recent weeks, relations have partially thawed as Trump waived some sanctions and agreed to import Russian diesel for the American market. The deal aims to lower fuel prices ahead of the mid-term elections scheduled for November. Zelensky criticized the arrangement, calling it a gift to Putin that invests in a war that must be ended. Trump defended the suspension of sanctions as an effort to keep Moscow at the negotiating table.

Russia introduced a ban on diesel exports earlier this year. President Vladimir Putin stated that Russia is willing to supply both the US and global markets with oil and petroleum products. Since launching its full-scale invasion in 2022, Moscow has controlled approximately a fifth of Ukrainian territory and intensified missile and drone attacks on Kyiv and other cities.

The G20 meeting in Atlanta proceeds with the substantive agenda despite the cancelled photo. The gathering brings together top diplomats from the world's largest economies to discuss global economic and security issues.
